Whitney Milligan is the Manager of Project Administration & H.R. at Prevention Institute, where she oversees the organization's human resources and project administration functions. She partners across teams to strengthen the infrastructure that supports staff, projects, and the organization's mission. Her work includes recruitment and hiring, employee experience, benefits administration, payroll coordination, consultant contracting, compliance, and organizational operations.

Whitney believes that human resources and project administration are powerful tools for advancing equity and creating an employee experience that reflects an organization's values. She is passionate about building thoughtful, people-centered practices that help employees feel supported, connected, and equipped to succeed, recognizing that strong organizations are essential to lasting community impact. She approaches her work with the belief that the best systems are created with people, not just for them. By listening, collaborating, and designing solutions alongside colleagues, she helps build practices that strengthen both people and mission.

Since joining Prevention Institute full-time in 2016, Whitney has played a key role in developing and strengthening many of the organization's core operational practices, including its compensation framework and salary-setting approach, hiring and onboarding, supervisor resources, total compensation communications, and consultant contracting and project administration processes. She enjoys partnering with colleagues across the organization to strengthen organizational effectiveness and develop practices that help Prevention Institute carry out its mission.

Whitney earned her bachelor's degree from the University of California, Berkeley. While she values the strong foundation her education provided, she believes meaningful change is built through partnership, curiosity, and continuous learning. She strives to bring that mindset to her work every day, learning alongside colleagues, consultants, and community partners to build organizations where people and the mission can thrive.
